Call for Proposals: Design, Implementation, and Facilitation of Climate-Smart Venture Growth under the Ireme Invest Project Preparation Facility
About the Program
The Rwanda Green Fund (RGF) and the Development Bank of Rwanda (BRD) have launched a strategic initiative to support climate-resilient businesses and foster green growth in Rwanda. This initiative, known as Ireme Invest, aligns with Rwanda’s Nationally Determined Contributions (NDCs) under the Paris Agreement, aiming to reduce greenhouse gas emissions by 38% by 2030 while facilitating investments of up to USD 11 billion.
To achieve these goals, Ireme Invest operates through two key financing windows:
- Project Preparatory Facility – Provides grants, recoverable grants, equity instruments, and incubation/acceleration support for early-stage ventures.
- Credit Facility – Offers concessional loans and bank guarantees to de-risk private sector investment in climate-related initiatives.
Rwanda Wave Program: Scaling Climate-Smart Startups
As part of its mission, the Rwanda Green Fund is partnering with FSD Africa to implement the Rwanda Wave Program, an initiative that fosters early-stage startups working on climate-smart solutions. This program integrates lessons learned from past climate adaptation and mitigation programs, ensuring alignment with Rwanda’s Green Growth and Climate Resilience Strategy.
Objectives of the Call
The main objective of this engagement is to facilitate the structured selection, acceleration, and investment in innovative green enterprises in Rwanda. Specifically, the program aims to:
- Support at least 25 early-stage climate-smart startups
- Provide financial and technical assistance to enhance startup scalability
- Strengthen Rwanda’s entrepreneurial ecosystem through collaboration with financial institutions and industry stakeholders
- Integrate climate resilience principles across multiple sectors (e.g., energy, transport, circular economy, and sustainable cities)
- Align with national climate strategies and policies
Who Should Apply?
- Organizations with expertise in:
✔ Technical assistance, business development, coaching, and mentoring for SMEs
✔ Investment readiness selection processes
✔ Custom disbursement schedules tailored to business needs
Post-Funding Support
The selected organization will provide:
- Investment Readiness Support – Strengthening governance, financial models, and investor engagement.
- Fundraising & Access to Capital – Supporting startups in securing additional investment.
- Market Linkages – Facilitating business-to-business connections.
- Sustainability & Impact Monitoring – Ensuring long-term business viability and alignment with climate goals.
