Rwanda Green Fund Approves Funding for Civil Society Organisations (CSOs) and Local Government Entities (Districts) Climate Change Adaptation Initiatives

 

The Rwanda Green Fund is excited to announce the approval of its nine investments under the Enhanced Direct Access (EDA) Adaptation Funding Call for Proposals. 

 

In September 2023, Rwanda Green Fund launched a Call For Proposal to follow a strategic partnership between the Rwandan government, through the Ministry of Environment (MoE), and the Adaptation Fund to support communities to adapt the negative impacts of climate change under the Rwanda Subnational Adaptation Fund EDA project. Civil Society Organizations and Local Government Entities, including districts and the City of Kigali, were invited to apply. 

After a rigorous selection process, Rwanda Green Fund Board of Directors has approved nine adaptation investments, three of them coming from Local Government and six from CSOs committing Rwf  5,000,000,000 billion from the Adaptation Fund resources. 

 

The Investments selected are designed to bolster Rwanda’s climate resilience and reduce greenhouse gas emissions, and include interventions across all districts of Rwanda. The approved investments align with Rwanda’s NDC’s adaptation priority areas and include:

  1. Climate Smart Agriculture  
  • The Nyanza District, in partnership with APEFA, will build climate resilience for 11,213 vulnerable farming households in the Akaziga watershed, spanning 16 hillside villages.
  • ARDE-KUBAHO, in Kamonyi District's Kayumbu watershed, will address uphill soil erosion and downhill flooding, exacerbated by climate change. This initiative includes erosion control on 373 hectares and smart irrigation on 27 hectares. 
  • CARITAS/Kibuye in Rubengera Sector, Karongi District, aims to protect degraded lands by implementing soil erosion control, forest rehabilitation, and sustainable land management to reduce disaster vulnerability, improve agricultural productivity, and support 27,895 beneficiaries.
  1. Small Scale Irrigation  
  • FESY in Kayonza District aims to enhance climate resilience for farmers in Kabare and Rwinkwavu by modernising agricultural structures, establishing a 20-hectare solar-powered irrigation system, planting 25 hectares of agroforestry, and improving access to finances and markets. 
  • In Bugesera District, REDO's initiative promotes climate-smart agriculture by installing solar irrigation on 15 hectares, training 60 women and youth in organic compost production, and restoring 100 hectares of degraded land. 
  • APEFA in Bugesera supports 820 vulnerable households with 35 hectares of solar irrigation to enhance climate adaptation. 
  • In Gatsibo District, ADAP focuses on climate-smart cattle zero-grazing systems and solar irrigation to boost productivity. 
  • APV near Lake Cyohoha promotes agro-ecology and solar-powered irrigation in three Bugesera sectors, focusing on soil erosion control and sustainable agriculture to improve resilience and protect natural resources.
  1. Sustainable Land Management  
  • The Community Adaptation to Climate Change Effects (CACCE) in  Ngororero District in partnership with World Vision, targets the district's high vulnerability to climate impacts like floods, landslides, droughts, and severe storms, which threaten livelihoods, food security, and natural resources. The project focuses on implementing targeted interventions in Muhanda, Kavumu, and Kageyo sectors to enhance community adaptation and resilience to these climate challenges.

 

These diverse and innovative investments will have an impact across several fronts and support Rwanda to achieve its ambitious climate action plan. Agreements will be finalised in the coming months, marking the official start of on-the-ground implementation.
 

About the Rwanda-EDA Adaptation Funding Program

The Rwanda Subnational Adaptation Fund EDA Project is financed by the Adaptation Fund and implemented by the Ministry of Environment through the Rwanda Green Fund. This program supports climate adaptation initiatives from CSOs and local government entities through a competitive call for proposals focusing on practical, community-driven solutions that focus on adaptation.
