Civil Society Organisations and Local Government Entities (Districts and the City of Kigali) in Rwanda can now apply for funding to undertake climate change adaptation initiatives across the country. Funding is available for organisations and entities to undertake practical initiatives, projects, and programmes that support communities to adapt to the negative impacts of climate change. 

 

This opportunity has been made possible thanks to support from the Adaptation Fund’s Rwanda Subnational Adaptation Fund Enhanced Direct Access Project, which is being implemented by the Ministry of Environment through the Rwanda Green Fund.

 

Proposed projects must also be sustained after the conclusion of the funding, offer an excellent return on investment, target a high number of beneficiaries, promote gender and social inclusion, and comply with Rwanda Green Fund’s Environmental and Social Management Framework.

 

Applications for funding to undertake climate change adaptation initiatives are open to Civil Society Organisations and Local Government Entities (Districts and the City of Kigali) until 5:00 PM on Friday, 20 October 2023

Priority Areas

Civil Society Organisations and Local Government Entities (Districts and the City of Kigali) with climate change adaptation project proposals in the following sectors will be eligible for funding:

Funding Ceilings & Duration

Eligible project proposals should have a grant funding value as follows:

  • Civil Society Organisation Proposals: Between RWF 120 million and RWF 300 million
  • Local Government Entity (District and the City of Kigali) Proposals: Between RWF 1.2 billion and RWF 1.8 billion

Applicants are encouraged to show their own contributions in kind and cash in their project proposal. Organisations and entities applying for funding should aim to provide co-financing to demonstrate the capacity for sustainability.

The funding period for each project will be between 2 and 3.5 years (a maximum of 42 months).

 

Application Steps

The Project Profile Document (PPD) can be submitted once the call for proposals is open to the public. The PPD is the first application form submitted in the process of accessing funding support from the Rwanda Green Fund. The PPD is intended to give an overview of the project idea.

PPD Application steps

  • To apply for funding, the PPD must be submitted through an online portal accessible here. 
  • First-time applicants are required to create an account on the portal. The portal allows existing applications to use their login information for submission. Webinar and in-person training opportunities will be provided to interested applicants.

Note: Hard copies submitted physically to the Fund or soft copies submitted through email will not be accepted.

Submitted PPDs will be screened by the Rwanda Green Fund against the following eligibility criteria:

  • The project must be submitted by a Civil Society Organisation or Local Government Entities (Districts and the City of Kigali) or both in partnership
  • The project should be related to one of the following priority sectors: 
    • Climate Smart Agriculture
    • Sustainable Land-Use Management 
    • Integrated Water Resource Management
    • Small-Scale Irrigation
  • Results based and align with the outputs indicators of the Rwanda Green Fund M&E Logical Framework
  • The project should be designed so benefits are sustained beyond the lifetime of project activities
  • The project should meet environmental and social impact criteria
  • The project should demonstrate value for money
  • The project should demonstrate clear stakeholder consultation
  • The project should promote or aligned to strategic national/international environment/climate objectives
  • The project should conform with existing legislation and anti-corruption provisions
  • The project should target a high number of beneficiaries with clear demonstration of gender promotion and social inclusion
  • The project implementing entities should demonstrate the capacity to implement the project
  • The project should comply with Rwanda Green Fund’s Environmental and Social Management Framework (ESMF). Only projects falling under Category B+ or C as per risk categorization by Rwanda Green Fund’s ESMF will be eligible for funding. 

Note:

Category C: Projects with minimal or no adverse environmental or social risks and/or impacts.

Category B: Projects with potential limited adverse environmental or social risks and/or impacts that are few in number, generally site specific, largely reversible, and readily addressed through mitigation measures.

Category A: Projects with potential significant adverse environmental or social risks and/or impacts that are diverse, irreversible, or unprecedented.

If successful, applicants will be asked to submit a full Project Document (PD).

The Rwanda Green Fund will provide Technical Assistance (TA) to elaborate or improve the proposal as needed.

Submitted proposals will undergo a technical appraisal by the Fund. The team will assess each PD according to five overall technical appraisal criteria, each with detailed sub-criteria, and assign a priority ranking.

The technical appraisal criteria are:

  • Desirability
  • Viability
  • Sustainability, safeguards, risks, and potential impact
  • Value for money
  • Capacity to leverage additional resources

The Rwanda Green Fund Investment Committee will carry out the strategic appraisal of the shortlisted project proposals. The Investment Committee will endorse the final successful projects to be sumbitted to the Board of Directors for a final decision.

The Rwanda Green Fund Board of Directors is responsible for approving the Fund's investment.

The Board of Directors will review the endorsement and recommendations of the Investment Committee and approve projects for award grant.

The Rwanda Green Fund will thereafter provide the final feedback to applicants though an official letter.
